Reduce SPLIT_USB_TIMEOUT by 500ms (#7637)
* Update SPLIT_USB_TIMEOUT -500ms
* Align keyboard level SPLIT_USB_TIMEOUT defaults
* Align keyboard level SPLIT_USB_TIMEOUT_POLL
* Review fixes
